Funding won. Projects delivered. Audits ready.
Grants, compliance, programs, and planning for Tribal Nations.
Grant deadlines, compliance reports, and federal, state, and Tribal requirements tend to land on the same few desks. Cedar Moon Solutions takes on that work across the full cycle. We plan ahead with five-year financial plans, engineering studies, and economic development strategies, write competitive grants, then manage the projects, programs, and reporting that follow, with training so your staff builds skills along the way. Your team stays focused on your community.
Focus areas: Broadband · Energy · Housing · Economic Development Planning
We don’t just help you win funding. We help you keep it.
WHY CHOOSE CEDAR MOON
Most grant writers stop at submission. For many federal awards, that’s only the beginning. Due diligence can stretch on for months, with funders coming back again and again with questions and clarifications. Projects often run six months to four years, and in that time, Tribal Administrators, finance staff, and CFOs may change. When they do, invoices and receipts can go missing, and there isn’t always a handover. That can put reimbursements at risk and turn an audit into a scramble.
Cedar Moon Solutions stays with you from the first application to final closeout:
Through due diligence. We answer funder questions and clarifications quickly and accurately, so your award moves forward.
Through staff changes. We keep organized records of every invoice, receipt, and report, so nothing is lost when people move on, and new staff can pick up where others left off.
Through reimbursement and audits. We make sure every request has the right documentation behind it, so you get reimbursed on time and are ready when auditors come.
We’re the steady hand that stays with your project, even when your team changes.

ABOUT THE FOUNDER
I’m Rebecca Lin, founder of Cedar Moon Solutions. I came to this work from a background in public policy and finance, with a long-held wish to contribute to the community. When I was given the opportunity to work with Tribes, I took on the challenge, and it has become the most meaningful part of my career. For more than five years since, I have worked alongside Tribal Nations across the country on grants, planning, engineering, programs, and construction, most recently as co-CEO of a Native American-owned broadband infrastructure consulting firm.
Along the way, I kept seeing the same thing. Tribal administrators carry enormous responsibility, often with too few hands. Strong projects stall, not for lack of vision, but for lack of capacity, and funding opportunities pass by because no one has time to chase them.
I started Cedar Moon Solutions to be that extra capacity. I work with a team of advisors with expertise in Tribal relations, finance, permitting, engineering, project management, and program management. Together, we step in wherever your team needs support, whether that’s a single grant application or managing a program from start to finish. Our goal is simple: lighten your load and help your community’s plans become reality.
Like cedar, the work is grounded in respect and protection. Like the moon, it follows the cycles your programs run on: funding seasons, reporting periods, and the long view of the generations to come. The name is personal, too. Moon is my mother’s name, a daily reminder that this work is about family and the generations who come after us.

SERVICES
Economic Development Planning (CEDS)
We work with your leadership and community to develop economic development plans, including a Comprehensive Economic Development Strategy (CEDS), that reflect your priorities and strengthen self-sufficiency. A CEDS is also a key requirement for many U.S. Economic Development Administration (EDA) grants, so a strong plan opens doors to funding.
Grant Writing
We listen to your plans first, then help you find the right funding, whether we search for an opportunity that fits or bring a new one to you with ideas for how your Nation could use it. We write competitive applications that meet each funder’s requirements and manage the full package, from narratives to budgets to letters of support. After you submit, we stay with you through due diligence, answering funder questions until your award is final.
Project Management
We keep projects on schedule and on budget, from planning through closeout. We build realistic timelines, coordinate contractors and partners, plan early for permits and cultural reviews, track milestones, and keep leadership and funders informed at every stage.
Program Management
Programs last longer than any single grant. We build the structure that keeps them running well, including work plans, staffing plans, policies, and performance tracking. We make sure invoices and reimbursement requests are prepared correctly and fully documented, so payments arrive on time. We also plan for sustainability, so your program continues after the grant ends.
Financial Planning & Training
We help Tribes build five-year financial plans that connect today’s budgets to long-term goals. We also train Tribal staff and leadership on grant budgets, allowable costs, federal, state, and Tribal financial requirements, and day-to-day financial management, so your team builds skills that last.
Reporting & Compliance
Winning the award is only the beginning. We prepare accurate, on-time progress and financial reports and keep your records audit-ready under Uniform Guidance (2 CFR 200), state program rules, and your Nation’s own policies. Because projects often outlast staff, we keep organized files of every invoice, receipt, and report, so nothing is lost when people change and your Nation is always ready for an audit.
Technology & AI Readiness
AI is changing how grants are written, managed, and reported, but whether and how to use it is your Nation’s decision. We help you weigh the benefits and risks, develop Tribal policies for AI and data governance, and train staff to use tools safely, so any technology you adopt protects your data and serves your priorities.
A clear path from first conversation to final closeout.
HOW WE WORK
Start with a conversation. We learn about your priorities, upcoming deadlines, and current capacity. There’s no cost and no commitment.
Review your readiness. We check eligibility, registrations such as SAM.gov and UEI, required Tribal resolutions, and the documents you’ll need, so there are no surprises later.
Agree on a clear scope. We put the work, timeline, and fees in writing before anything begins, so your leadership knows exactly what to expect.
Do the work, side by side. We write, manage, and report alongside your team, with regular updates and early warnings if anything changes.
Close out strong. We complete final reports, organize your records for audits, and hand everything back to your Nation.
Ways to work with us
Single application. Help with one grant, from finding the opportunity through due diligence.
Project or program support. Hands-on management, reporting, and compliance for a funded project, for as long as it runs.
Ongoing partnership. A steady advisor for your Nation’s funding pipeline, planning, and compliance needs across multiple grants.
OUR APPROACH
Work that honors sovereignty, land, and tradition.
Every Nation is different, so we listen first and build each project around your community’s values, priorities, and protocols.
Your leadership decides. We bring options, analysis, and recommendations, laying out the costs, timelines, and trade-offs in plain language. Your council and leadership make the decisions, and we plan around your approval process and meeting calendar, not the other way around.
Honest advice, even when the answer is “not this one.” Not every grant is worth chasing. If an opportunity doesn’t fit your priorities, your capacity, or your timeline, or if the match, reporting, or long-term costs outweigh the benefit, we’ll tell you, so your team’s time goes where it counts.
Tribal data sovereignty. Your data belongs to your Nation. We share only what funders require, and only with your approval. We keep records only as long as funding rules require for audits.
Sacred and ceremonial considerations. Some places, seasons, and practices are not open to outside timelines. We build ceremonial calendars and cultural protocols into project plans from the start, and we defer to your leadership and knowledge keepers on what is appropriate to share.
Your records, your capacity. Everything we build belongs to your Nation. We share templates, document our processes, and leave you with complete, organized project files, so your team is never dependent on us to find what it needs.
Clear, steady communication. You’ll always know where things stand. We provide regular updates, flag issues early, and are upfront about our fees and scope before work begins.
